제 5 장

가난한 백성이 부르짖다

1   그 때에 백성들이 그들의 아내와 함께 크게 부르짖어 그들의 형제인 유다 사람들을 원망하는데

2   어떤 사람은 말하기를 우리와 우리 자녀가 많으니 양식을 얻어 먹고 살아야 하겠다 하고

3   어떤 사람은 말하기를 우리가 밭과 포도원과 집이라도 저당 잡히고 이 흉년에 곡식을 얻자 하고

4   어떤 사람은 말하기를 우리는 밭과 포도원으로 돈을 빚내서 왕에게 세금을 바쳤도다

5   우리 육체도 우리 형제의 육체와 같고 우리 자녀도 그들의 자녀와 같거늘 이제 우리 자녀를 종으로 파는도다 우리 딸 중에 벌써 종된 자가 있고 우리의 밭과 포도원이 이미 남의 것이 되었으나 우리에게는 아무런 힘이 없도다 하더라

6   내가 백성의 부르짖음과 이런 말을 듣고 크게 노하였으나

7   깊이 생각하고 귀족들과 민장들을 꾸짖어 그들에게 이르기를 너희가 각기 형제에게 높은 이자를 취하는도다 하고 대회를 열고 그들을 쳐서

8   그들에게 이르기를 우리는 이방인의 손에 팔린 우리 형제 유다 사람들을 우리의 힘을 다하여 도로 찾았거늘 너희는 너희 형제를 팔고자 하느냐 더구나 우리의 손에 팔리게 하겠느냐 하매 그들이 잠잠하여 말이 없기로

9   내가 또 이르기를 너희의 소행이 좋지 못하도다 우리의 대적 이방 사람의 비방을 생각하고 우리 하나님을 경외하는 가운데 행할 것이 아니냐

10   나와 내 형제와 종자들도 역시 돈과 양식을 백성에게 꾸어 주었거니와 우리가 그 이자 받기를 그치자

11   그런즉 너희는 그들에게 오늘이라도 그들의 밭과 포도원과 감람원과 집이며 너희가 꾸어 준 돈이나 양식이나 새 포도주나 기름의 백분의 일을 돌려보내라 하였더니

12   그들이 말하기를 우리가 당신의 말씀대로 행하여 돌려보내고 그들에게서 아무것도 요구하지 아니하리이다 하기로 내가 제사장들을 불러 그들에게 그 말대로 행하겠다고 맹세하게 하고

13   내가 옷자락을 털며 이르기를 이 말대로 행하지 아니하는 자는 모두 하나님이 또한 이와 같이 그 집과 산업에서 털어 버리실지니 그는 곧 이렇게 털려서 빈손이 될지로다 하매 회중이 다 아멘 하고 여호와를 찬송하고 백성들이 그 말한 대로 행하였느니라

느헤미야가 총독의 녹을 받지 아니하다

14   또한 유다 땅 총독으로 세움을 받은 때 곧 아닥사스다 왕 제이십년부터 제삼십이년까지 십이 년 동안은 나와 내 형제들이 총독의 녹을 먹지 아니하였느니라

15   나보다 먼저 있었던 총독들은 백성에게서, 양식과 포도주와 또 은 사십 세겔을 그들에게서 빼앗았고 또한 그들의 종자들도 백성을 압제하였으나 나는 하나님을 경외하므로 이같이 행하지 아니하고

16   도리어 이 성벽 공사에 힘을 다하며 땅을 사지 아니하였고 내 모든 종자들도 모여서 일을 하였으며

17   또 내 상에는 유다 사람들과 민장들 백오십 명이 있고 그 외에도 우리 주위에 있는 이방 족속들 중에서 우리에게 나아온 자들이 있었는데

18   매일 나를 위하여 소 한 마리와 살진 양 여섯 마리를 준비하며 닭도 많이 준비하고 열흘에 한 번씩은 각종 포도주를 갖추었나니 비록 이같이 하였을지라도 내가 총독의 녹을 요구하지 아니하였음은 이 백성의 부역이 중함이었더라

19   내 하나님이여 내가 이 백성을 위하여 행한 모든 일을 기억하사 내게 은혜를 베푸시옵소서

Abolición de la usura

1Entonces hubo gran clamor del pueblo y de sus mujeres contra sus hermanos judíos. 2Había quien decía: Nosotros, nuestros hijos y nuestras hijas, somos muchos; por tanto, hemos pedido prestado grano para comer y vivir. 3Y había quienes decían: Hemos empeñado nuestras tierras, nuestras viñas y nuestras casas, para comprar grano, a causa del hambre. 4Y había quienes decían: Hemos tomado prestado dinero para el tributo del rey, sobre nuestras tierras y viñas. 5Ahora bien, nuestra carne es como la carne de nuestros hermanos, nuestros hijos como sus hijos; y he aquí que nosotros dimos nuestros hijos y nuestras hijas a servidumbre, y algunas de nuestras hijas lo están ya, y no tenemos posibilidad de rescatarlas, porque nuestras tierras y nuestras viñas son de otros.

6Y me enojé en gran manera cuando oí su clamor y estas palabras. 7Entonces lo medité, y reprendí a los nobles y a los oficiales, y les dije: ¿Exigís interés cada uno a vuestros hermanos? Y convoqué contra ellos una gran asamblea, 8y les dije: Nosotros según nuestras posibilidades rescatamos a nuestros hermanos judíos que habían sido vendidos a las naciones; ¿y vosotros vendéis aun a vuestros hermanos, y serán vendidos a nosotros? Y callaron, pues no tuvieron qué responder. 9Y dije: No es bueno lo que hacéis. ¿No andaréis en el temor de nuestro Dios, para no ser oprobio de las naciones enemigas nuestras? 10También yo y mis hermanos y mis criados les hemos prestado dinero y grano; quitémosles ahora este gravamen. 11Os ruego que les devolváis hoy sus tierras, sus viñas, sus olivares y sus casas, y la centésima parte del dinero, del grano, del vino y del aceite, que demandáis de ellos como interés. 12Y dijeron: Lo devolveremos, y nada les demandaremos; haremos así como tú dices. Entonces convoqué a los sacerdotes, y les hice jurar que harían conforme a esto. 13Además sacudí mi vestido, y dije: Así sacuda Dios de su casa y de su trabajo a todo hombre que no cumpliere esto, y así sea sacudido y vacío. Y respondió toda la congregación: ¡Amén! y alabaron a Jehová. Y el pueblo hizo conforme a esto.

14También desde el día que me mandó el rey que fuese gobernador de ellos en la tierra de Judá, desde el año veinte del rey Artajerjes hasta el año treinta y dos, doce años, ni yo ni mis hermanos comimos el pan del gobernador. 15Pero los primeros gobernadores que fueron antes de mí abrumaron al pueblo, y tomaron de ellos por el pan y por el vino más de cuarenta siclos de plata, y aun sus criados se enseñoreaban del pueblo; pero yo no hice así, a causa del temor de Dios. 16También en la obra de este muro restauré mi parte, y no compramos heredad; y todos mis criados juntos estaban allí en la obra. 17Además, ciento cincuenta judíos y oficiales, y los que venían de las naciones que había alrededor de nosotros, estaban a mi mesa. 18Y lo que se preparaba para cada día era un buey y seis ovejas escogidas; también eran preparadas para mí aves, y cada diez días vino en toda abundancia; y con todo esto nunca requerí el pan del gobernador, porque la servidumbre de este pueblo era grave. 19Acuérdate de mí para bien, Dios mío, y de todo lo que hice por este pueblo.

#Nehemiah 5

Nehemiah Stops Oppression of the Poor

1Now there arose a great outcry of the people and of their wives against their Jewish brothers. 2For there were those who said, “With our sons and our daughters, we are many. So let us get grain, that we may eat and keep alive.” 3There were also those who said, “We are mortgaging our fields, our vineyards, and our houses to get grain because of the famine.” 4And there were those who said, “We have borrowed money for the king’s tax on our fields and our vineyards. 5Now our flesh is as the flesh of our brothers, our children are as their children. Yet we are forcing our sons and our daughters to be slaves, and some of our daughters have already been enslaved, but it is not in our power to help it, for other men have our fields and our vineyards.”

6I was very angry when I heard their outcry and these words. 7I took counsel with myself, and I brought charges against the nobles and the officials. I said to them, “You are exacting interest, each from his brother.” And I held a great assembly against them 8and said to them, “We, as far as we are able, have bought back our Jewish brothers who have been sold to the nations, but you even sell your brothers that they may be sold to us!” They were silent and could not find a word to say. 9So I said, “The thing that you are doing is not good. Ought you not to walk in the fear of our God to prevent the taunts of the nations our enemies? 10Moreover, I and my brothers and my servants are lending them money and grain. Let us abandon this exacting of interest. 11Return to them this very day their fields, their vineyards, their olive orchards, and their houses, and the percentage of money, grain, wine, and oil that you have been exacting from them.” 12Then they said, “We will restore these and require nothing from them. We will do as you say.” And I called the priests and made them swear to do as they had promised. 13I also shook out the fold of my garment and said, “So may God shake out every man from his house and from his labor who does not keep this promise. So may he be shaken out and emptied.” And all the assembly said “Amen” and praised the Lord. And the people did as they had promised.

Nehemiah’s Generosity

14Moreover, from the time that I was appointed to be their governor in the land of Judah, from the twentieth year to the thirty-second year of Artaxerxes the king, twelve years, neither I nor my brothers ate the food allowance of the governor. 15The former governors who were before me laid heavy burdens on the people and took from them for their daily ration forty shekels of silver. Even their servants lorded it over the people. But I did not do so, because of the fear of God. 16I also persevered in the work on this wall, and we acquired no land, and all my servants were gathered there for the work. 17Moreover, there were at my table 150 men, Jews and officials, besides those who came to us from the nations that were around us. 18Now what was prepared at my expense for each day was one ox and six choice sheep and birds, and every ten days all kinds of wine in abundance. Yet for all this I did not demand the food allowance of the governor, because the service was too heavy on this people. 19Remember for my good, O my God, all that I have done for this people.
